Debris in the ocean the size of Texas?!

I was watching a Sunday Morning news program today and they talked about plastic debris floating areas in the oceans, one is the size of Texas. I googled and found articles called the Pacific Ocean plastic patch. Birds and marine animals fatally mistake the plastic for food. I had no idea there was such a thing.

I'm always confused about this.  Tom and I have actually discussed this whole thing.  Where does this come from?  People littering? The reason we are interested is because we do use plastic, but we recycle every bit of what we use. So are we contributing? I'm just confused as to how this is getting there.
