What is BIP and how is it different from IEP?  And sure, you're the mom! I would think it would be appropriate to voice your objections/concerns, maybe just leave out some of the profanity you'd liike to use for at least the first half until you see how it goes.  Lol!

A BIP is a behavior plan. What about it is upsetting you?

His incentives are playing with dinosaurs or watching dinosaur videos on youtube.  I calculated it and it ended up being 2 hours out of his school day!

Does it say specific amounts of times he gets those rewards or just that he will have a reward every so often? Maybe his breaks are shorter than you think? If you don't object to anything else, I think you could just ask them to cut the length of time down .
