To: U.S. Dept. of Health and Human Services, Assistant Secretary for Planning and Evaluation, Donald Moulds; The Honorable Governor of each and every State in the Union,
We, the parents of children diagnosed with Reactive Attachment Disorder demand system reform NOW. Can you help us reach our goal of 1,000 signatures?
Children diagnosed with Reactive Attachment Disorder frequently are adopted by loving, well-intentioned parents and then eventually, due to their disorder, are moved to a new placement when the child's RAD has brought such intense dysfunction to the family that the parent's and siblings health and/or safety become jeopardized. Under the Social Security Act, Title V and EPDST, states are obligated to provide support for all foster-adoptive families. All too frequently, the States are NOT providing this support and families are left to figure out how to live with and treat the child with RAD as well as keep the other members of the family sane and healthy. Having RAD is NOT the fault of the child who has it! The child is not to blame. Yet, the facts remain the same. RAD tears families apart, destroys marriages, brings on anxiety, secondary PTSD and depression to adoptive parents and can and has bankrupted households. There is little wide-spread understanding of Reactive Attachment Disorder and that has to change NOW!
