If your on welfare and owe money, but your eligible for a tax refund, does irs take it? Or do you get the refund?

Owe to welfare? They'll take whatever you owe from your state I know. Search Treasury Offset Program, call the #, they'll tell you any debts that can be taken from your federal return.

My guess is they are going to take out what you owe.

Who do you owe money to...the IRS??  If so, yes they take the money when you file your return.
