What is your thoughts on this phrase?

I think of someone who is making false claims in order to ruin or get back at someone.

Or someone who made a horrid decision to sleep with someone they normally would not and are now having "fuckers remorse" so in order to avoid ridicule, they claim rape.

I think it's generally the same thing as crying wolf. It's a false accusation of rape for whatever reason.
