I don't think tihs is normal. If he gets caught he can go to jail for indecent exposure. (unless he is doing it in a stall)

No... No he doesn't and he finds men who do to be a bit cracked.
Sounds like he probably gets off on the taboo factor of beating off in the places he is working. Not all kinks are okay. This one, especially if he does it at schools, would fall into that "not ok" section of kinks.
