If two people get married without an actual wedding, is it okay to still have a reception?

If they're not married then it's not a reception. If they get married elsewhere and then have the reception a few weeks later that's OK. I know a few people who have had destination weddings and then hosted a reception back home shortly afterwards.

I said a marriage without a wedding. Like if they went to the JP and got married, but there were no guests.
