Serious safety issue, need help...

Just gonna jump right in. A friend of mine, now 28 used to be raped by her stepfather, repeatedly over the course of a couple years. Her mother died and the man moved on. Well now he's married and has a little girl. My friend tried telling her stepdad's new wife, but she didn't believe her. Is there anything that can be done, we're worried about this little girl. Keep in mind the crimes were never reported. :/
