Should her husband vasectomy or she should be forced to get on BC again?

This is my friend's situation:
Her and her husband had a child 5 years ago. He said he didn't want no more kids so she got the IUD after they had their baby. She was on the depo shot for 5 years but because of side effects the doctors told her she wasn't ever allowed on it again because it causes brittle bones if used for extended periods. She then was put on the pill which was how they got pregnant. My friend thought that her husband would be ready for another kid when her iud ran out but he still says he doesn't want any more kids. She doesn't want to go through the pain of insertion and side effects with the iud but also respects her husband's decisions. So she said he should get a vasectomy. He refuses. She thinks its unfair she is forced to prevent a pregnancy that she wants with birth control that has side effects and is painful and he should get it.
What do you think? Who should be the one to get on bc?
If he is the one who doesn't want more kids then HE needs to go get fixed not her! She has already gone through having a baby and being on several types of BC its HIS turn to step up and be a man!!

Definitely him. She's been through enough, and he's the one who doesn't want any more kids.
