My reasons for turning her in:
It's unsanitary.
It's not fun stepping on poop on the sidewalk
The apartment manager thinks its someone else and has threatened to fine them.
My reasons not to tell:
I don't want to 'tattle'
She will most likely fined and I imagine it's 50 bucks

I called and spoke with the apartment manager and asked if he wanted me to send the picture and once again gave him a discription of the lady and her family. I sent him the picture and he said he would take care of it.

I know the building the lady lives in but I don't know the exact apartment. In her building there are 12 units and half of them are two bedrooms, the other half are one bedrooms and since ive seen what I assume is her husband and teen daughter with the dog in the past that would rule out the one bedrooms BUT that still leaves 6 apartments and I dont know which one is theirs.
I also don't want to confront her because I have no clue how she would react, she does know which car I drive so I would hate for her to retaliate and do something to my car.

I think you should tell. Someone else shouldn't get in trouble, if it really isn't them. Plus like you said, it is nasty. People need to clean up after their dogs.
If the dog was in the middle of pooping, that isn't good proof that she isn't cleaning up after the dog is finished.
I would just to make the sure the right person gets the fine. And because i hate ppl that do this. If you have a dog good for you but respect other ppl by cleaning up after your dog.

Maybe an anonymous note that you'll turn her in unless she starts cleaning up after the dog. List your valid reasons. If it continues, then turn her in.
Honestly I would confront the lady first. If it was me, I would be straightforward with her - "Look, it's unsanitary to have your dog's droppings everywhere. I don't want to step in it again. Can you please clean up after him?" And if she got snooty or still hasn't cleaned up after him in a few days I'd go straight to the manager. :\

If you have already done that, then I would bring it to the apartment manager. It would not.be fair for someone else to get fined, whether it's $50 or $500, because another tennent is an irresponsible pet owner.
