My niece and nephew live with me most of the time.  My brother works for an oil company and is gone a lot.  Weeks at a time.  His ex-wife stopped taking the kids winter 2010-2011 and since then, I've been the one taking care of them- by choice.  I put them to bed, get them up, feed them, teach them, nurture them, love them, keep them out of trouble, give them love and affection, reprimand them, and basically, all in all, am the only parent figure around 90% of the time.  While my brother is their dad and is around part of the time, I'm doing a lot of what he should be doing (long back story, it's in another post).

Would you consider this "raising" my niece and nephew?  Why or why not?

You might be able to have mom's rights removed or hit her for CS

My brother is in the process of figuring out what to do.  I do have POA with them, though.

They live with you. They're dependent on you. You're doing everything a parent would do. So I vote yes.
