Hubby says it depends if they started dating before he graduated.

I say no. But I'd just ask that they hold off til she's 17 at least. If keep an open dialogue and explain myself. I'd keep an eye on them.

If my 16yr old just turned 16 and the 19 yr old was closer to 20... I'd be weary. It would really depend on the maturity level of both teens.
