Diapers: By The Pack Or By The Box?

I don't understand people who buy diapers by the pack, and not the box.
Assuming you have a kid who is wearing diapers all day everyday, it makes more sense in most cases to buy a box. It's a much better value and saves you money in the long run.
For me I could either spend 8-10 dollars on a pack of Target every week, or I could spend 21 dollars and get a big box. I end up getting more diapers and saving money.
I understand buying a small pack if that pack will last you a while..but in most cases it doesn't.
My neighbor drives me insane with her asking for diapers all the time. She buys by the pack and can hardly afford to keep her kids in diapers. I told her I buy the big boxes of Target diapers for 21 dollars a month and she says she doesn't have 21 dollars for diapers. Yet she spends more than that buying the small packs every few days throughout the month.
