Well.... overweight. 5'2, 170 lbs... 38DDD breasts. That's the only good thing lol
I did it for a while. It's effective, but it's very hard and very expensive. You are always hungry, but you can't snack on most things because of the carbs. And if you mess up once, you're screwed, you'll gain like 6 or 7 lbs back, lol.
I don't recommend it but that's just me.

Yeah, there are phases... you have to do the Induction first which is like no carbs per day, lol (14-17g of carbs are allowed, but they have to be from veggies or cheese). Then, you can stop induction after two weeks, or you can keep going. That's the phase where you'll lose the most weight. Then when you go into the otehr phases, you'll introduce more cards but it's still virtually none. When I quit Atkins, I ballooned, and ended up heavier than I was when I started. It's definitely a "for life" kinda thing, lol.
These past two weeks I've just been watching my portions. I eat 1400 cal a day, and I try to eat veggies with most of my meals. I lost 7 lbs. in the 2 weeks. It'll take longer, but I'd just go with good ol fashioned healthy eating!
