Seriously wanna hit my mother!!! Im taking my little sister from her!!!

So I got a phone call this morning from the local police station where my mom lives. They asked me if there was anyway I could come down to the police station they needed to talk to me about my mother and sister. I got very worried asking them if they where okay and the guy said yes but they could not discuss the matter on the phone that I needed to come to the police station so they could speak with me. So I called DF asking him if he could make it home early cause I had a family emergency and that I needed to go to the police station about my mom and sister. He talked with his boss and they let him go. (We have two children that I could not take with)
So I arrive at the police station and they explain that apparently my SIX year old sister (we are 17 years apart, big age gap I know) had been missing a few days and my mom failed to report it. I asked how they found her and he said a African American Gentleman had called in saying that he called in to report that there was screaming and crying coming from the next door apartment really late and it concerned him. So he called them, they came and checked it out found my little sister there crying asking for her mommy, and the guy seemed sketchy. So the officers asked my sister and where her mommy was and she told them that the man took her from her house when she was outside playing. That she didn't know him. So they arrested him and when they asked her how long she had been there she said a she said three days and asked her where she lives. Well they went and spoke with my mom at her residence and asked her why she didn't report my sister missing. Her responce was I thought I could find her on my own and that I wouldn't need to report her missing!!! WTF YOU CAN'T FIND YOUR CHILD AND YOU DON'T CALL THE POLICE????? My mom is on a lot of meds and obviously is not in her right frame of mind! When I talked to her (they have her at the police station, they are pressing charges against my mom) she was very out of it and I can tell when she isn't taking them. She didn't even seem to care about what was going on.
So of course I'm pissed. I will be filing to take custody its either that or she goes to a foster home and I won't let that happen. I'm so upset its not even funny! My poor baby sister :( I can't even begin to grasp how to handle this.

OMG -- what a horrible thing for you and your sister to have to go through, and especially what she's been through. Hopefully there will be counselling available to her for all of this, and I hope that nothing more traumatic has been done to her. It's a good thing she's got somewhere to go.

Oh my! Is she okay? The man didn't hurt her did he? I would definitely be taking her if I were you. It sounds like your mother is needing more help than just medicine. I really hope this all works out. That is so awful.
