Debit card yes. cash no unless I knew exactly who to return it to.
Yes, what else are you going to do with it, steal all of their money? You would most likely get caught because as soon as they report that their card is missing, they can a hold on it and cancel the card so if someone tries to use it, the cops get called.

I used to work at a hotel that had a restaurant inside and people would leave their credit cards all the time (in the restaurant and in the rooms); if they were found in the rooms I'd call the guest and let them know, but if they were in the restaurant then I'd call the CC company and alert them.
I've done it many, many of times.
I have a lot of tourists in my area who have so much more stuff on their minds and become forgetful or don't realize they've dropped it, etc...
I don't need that kind of Karma kicking me in the ass.
I just called the credit card company,and they said to tear it up. They put in the report over the phone.
