Id let her decide. Id be sure to tell her what to expect and that if she gets in there and changes her mind or feels uncomfortable then not to do it. I would also offer to be in the room ( not in viewing sight) but so that she was more comfortable if she wanted.

but unless its for swim suit season why would a 14 yr old need a wax job ?

 I dont see a difference between technique, the hair is gone either way.  I see no problems getting a wax.

 If she wanted to yes. It is a matter of heigene and it is her body. I would be in the room cause she is a minor and I know my daughter would have strict rules about the clothes she wears and the company she keeps. I don't see a problem with this at all.

As a girl who spent several summers wearing shorts over her swimsuit to go swimming because her mother wouldn't let her shave the bush that sprouted out from the edges of said swimsuit, I'm not going to say yes... I'm going to say HELL YES!

No one should have to walk around like that. It is fucking cruel.
