It depends on the context in which it is said. It absolutely can be bullying.

I think if it is constantly said in a mean hurtful way it becomes bullying. But no I don't see calling someone fat bullying

Yes it is. If you are saying something to someone (no matter what it is) just to be mean and hurt their feelings--then it is bullying. (If said in love to a family member, no.)
