Sally Hansen makes this product that I've been using for years. It's called something like Spa Pumice Creme. There is one for hands and one for feet. It's a cream that you massage into dry skin, as it dries it rubs the dry skin off. I swear by these products! I use straight organic coconut oil to moisturize my entire body and also use it to take off my makeup.

Wash your hands with honey and sugar to scrub off the flakes, then at night use a good moisturizer/vaseline/vitamin E oil and sleep with gloves on. A good moisturizer is the one from Monsia, the vitamin C in it would help your dryness a lot, you can order it online and it's decently priced.
