Yep. I give him all of my money from my paychecks and if I want something I either have to ask him for it or ask him if I can keep my paycheck to get it. Its pretty dumb.

No.  Before I got a job if I needed something and we could afford it, I got it.  It would not have occured to him to give me an allowance because I'm not a child.

In other words, no he doesn't dictate what I can spend, we are partners, the money belongs to both of us.
