I believe they are people who have a desperate need to feel special so they convince themselves that picking up on another person's emotions is a magical power when in reality, all healthy people can do that.
So yes, they exist but no, they don't have any special abilities.

Lots of meditation is how I did it. It took lots of practice but over time I learned to "block" things.

IMO it is special because not everyone can do it. I can but dh can't.
