What would a good pet for a 15 month old be?

She is a only child and very lonely and bored all day. She loves animals and spends all day petting and rolling a ball to my MILs poodle. We can't have a dog because we are in an apartment and they are too noisy. What is a good quiet pet?

I'd think a cat would be good...maybe adopt a grown one from the local animal shelter. They are loving, independent and self-sufficient. We have two of them and my DS loves them. Dogs are great when kids are a bit older and can help take care of them.
