Maybe an Internet search on what can happen when you play with fire. I would say a trip to the fire station to talk to the fire fighters about the dangers of playing with matches and lighters, but a field trip seems like a reward. I dunno, tough spot momma. I am not looking forward to those discussions when DD gets older.

 I would be more concerned with how they got hold of a lighter.

I would punish the sneaky with loss of electronics for a week, at least.

Set the neighbor on fire too.

I'd probably take away tv time, outside, playing. He can sit in his room and read books, don't let him fall asleep either.
