Anybody else have this problem with their SSI?

My husband works so each month when he gets his last paycheck I have to mail a copy of all the paystubs to the social security office to report his earning for that month. I always make sure to send them in on time, before the 5th. of the following month. What he earns one month effects the amount of my SSI payment 2 months later.  Once I mail in the paystubs I get a letter confirming what he earned and telling me what my next payment will be. But then it always gets changed before I get paid. For example earlier this month I got a letter telling me my January payment would be $789. But I just got another letter this morning telling me my payment will be $105! What changed? I reported everything hubby earned! Am I doing something wrong? Why the hell can't they make up their mind?
