I have a very close friend, she has 2 kids. She is home with her kids all day while her parents work, so really they provide for her child and she doesn't have a job. (i'm in no way talking bad about her just wondering if it's considered a sahm)

Well. She's staying home with her kids. So yes, she's a sahm.

She's a mom. She stays at home. Someone else goes to work and pays the bills.

How is that different than when a woman stays home and her husband works?

You don't know that.  How do you know her parents aren't supporting her.  No different than a husband working and her staying home.
