Looks like a double fail to me. Not only is the chest clip way too low, the jacket looks too bulky to be wearing in a car seat.

This little girl had a big bulky coat and her straps falling off her shoulders, belly clip. I don't feel like I can't say anything, though. People get so defensive.

by the looks of the straps, winter jacket and chest clip. This probably was not the childs fault. Yes say something keep it as kind and light hearted as possible. But dont be surprised if you get a bitchy response or nothing at all. I would still say something, because that baby is in danger.
