question about cash aide in ca

my friend got denied for cash aide because of the value of her car but her car is being financed so technically it isn't hers yet does this sound right? i told her to appeal it but she wants to know if this is the norm, she only has a income of about $500 a month so she wasn't denied because she makes too much

Yes that is correct. Property counts against you.

but the car is financed she owes over $13,000 on it so if she sells it she wouldn't get anything

It doesn't matter. As long as she has it and its worth so much it will count against her.

In Arkansas, her income would be too high for her to get cash aide. Here you can have no more than $250 a month income to qualify for cash.

She can appeal, but they may consider what she has already paid into the car as an asset
