Because it is her choice I would not agree but it's her baby

Adoption seems like it might be best for her. My advice would be to do research on adoption. Research open and closed adoptions. She is far too young to care for a baby independently and there are thousands of people wanting a baby that can't have one.
I would also have her read up on adoptions stories from all 3 points of view (the bio mom, the adoptive parents, the adopted child). This is a precious gift she could bestow on someone else. And most of the time, the adoptive parents will help with the pregnancy and attend appointments if they are chosen soon enough.

Well, if she doesn't want an abortion you have 2 other options to explore. Help her make a list of pros and cons of each option.
