It is too many when you can not afford to care for them on your own imo.

For my family, 2 is the most comfortable number, but 3 if I'm carrying twins. Anymore than that and we would not be able to afford to give them the life experiences that we would like for our children.

When you cannot afford to feed them, give them medical care, and give attention to each of them.

More than 3 would be too many for me personally.

It becomes too many when you cannot mentally, emotionally, and financially support them. For some people, one child is too many. For others, they could do just fine with thirty.

Nope too many is what ever you feel is too many.  For some that may be 1 and for others that may be 20.

So people on government services shouldn't have kids?

This. For me that number would be 3.
