Renting an apartment..

So I'm moving out of my three bedroom apartment into a new one within the week. They want 800 down before we move in, but we can't pay that right now so we told them we would have the money by next week. The manager calls us and asks us if we are SURE we can't move in today because it's going to be an extra $40 if we wait (because their rates are changing?) Can she legally keep adding on more within a couple days? Or should I just keep looking for a different place?

If you haven't signed a lease with them, they can do whatever they want.
