Find out if you can get rid of the ink in it since it's new.

Call the police. It's illegal here even with parental consent, which means she probably didnt go to a reputable shop. Get tested for blood born pathogens. Freak the fuck out.

Find out where they got it from. Have a 'come to Jesus' meeting with that person, ground my daughter indefinitely. I'm sure there is more that I would think of.
