Give him more solid foods, give him juice, etc.
DO NOT add milk, and don't put less formula in the bottles than there should be! It could be very bad for the baby.
I'd try to feed him more solid food or baby food than normal. I wouldn't add milk or dilute the formula in any way.

Feed him slightly smaller bottles at a time and extra solids to make up for it.
My pediatrician said we could give our 9mo milk, if he was eating a significant amount of other foods. Of course, this was 20 years ago...
