That is disgusting. I would make my child apologize, and I would offer to pay to have that shirt laundered.

Yes, I think an apology is the very least that should be done.

Honestly?  I would laugh it off.  The  child used good logic.  The  Mother did say not to use his sleeve. lol. It really is  not a  big deal.

I would apologise.

And I would tell my child to never do something like that again and explain why.

Oh my god. I would just die, I'd make her say sorry and offer to have the shirt cleaned. But I'd be dying of laugher inside.

I hate snot. It's worse than puke and poo to me. I can clean up both without gagging (unless I'm already sick, of course). But snot? If my kid wipes his nose on me, I get grossed out. If a stranger wiped his nose on me, I'd be mortified.
