A question about bullying

It seems that 99% of the school shooting are related to kids being tired of being bullied.  My question - do bullies ever fear that they may get shot or get what is coming to them once their victim finally has enough?   For all of the talk about gun control and gun violence, no one still wants to address the question of WHY this is happening?  Kids and young adults are depressed, are bullied, and feel that they have no other options. That breaks my heart.  My own child was bullied in elementary school.  The school had a 'no bully' policy and talked endlessly to the kids about how to handle bullies.  The problem - the school often excepted the child to resolve the problem, which is wrong.   The bully should be the one that should be removed and forced to make amends, not the victims.
