Unfortunately, sometimes, yes. They can have babies here and get PA for them, and some states automatically include parents if babies are enrolled.

I know people in AZ that are getting it. Not sure how they do it, but I know for a fact that some are illegal. Some use dead relatives SS#. Its fucking ridiculous.
