Which I would totally agree with, but I'm not sure how cash benefits work but you can probably just pull the cash off.

I see the point of it but in the end it won't do any good. People will find a way to get them. The only way they can stop them is on their cards but many on PA have jobs and can just spend that money. Plus, even if they find a way to stop them it isn't like they will suddenly have enough money to get off PA. They will just end up costing more taxpayer money trying to implament and enforce the law.
