So I am just curious if I report the bar, the father or both.
Backstory: father takes 20yo son to the bar because he had a fight with his fiancée. Father bribes bartender to serve son. Son lies to fiancée saying he didn't do anything while with his father. Fiancée and gf meet up with father on a different day and father blurts out how proud he is that he took his son to a bar the other day. Gf is mad because fiancée lied, dad got a minor served and that a bar served a minor.
Yes I'm aware there will be bashing but eh it's fine.

You have no evidence this happened so your s.o.l.
I'm sure if you could get a bar shut down by just saying there's underage drinking then there wouldn't be many opened bars.
A cop may investigate but if you are the only person saying this nothing will be done.

What's your connection with this? Why would you want to get this bar fined? Do you have a vested interest with the bar, the bartender, the son, or the father?
If you do report the bar, they have to see it for themselves. They may plant a cop in there a few times to see what's up. They may already do this there, they do it at alot of bars. It's a random thing.

Because I have better things to do than worry about a bar that served a 20 year old with his dad. That doesn't even show up on my radar.

Both. The dad it's irresponsible and so is the partner. The bartender did not do his job, so he obviously doesn't care about the rules or laws. His father is irresponsible for giving it to him, and bribing the bartender. He bribed the bartender, because he knew his son was not supposed to have it, and that it is illegal. You should not buy things for your kids if they can not buy it themselves.
