For whatever the FUCK the custodial parent decides to do with it, provided the children have their needs met.

 This 100%.

My child support is so far behind. I have been supporting my children all alone most of their life due to ex husband being a dead bead. We have been struggling bad on and off. I've had to get loans, etc. If I get some $ I will spend it on what I want.

I think it should be the first 3 options combined. If you can afford to pay all of the bills without the cs and if you can afford fun stuff for the kids after that, then I think you should save it for the child when they're older.

if non custodial pays out so much they can demand to make sure what it is going for and she or he has to show receipts in court. If she wants frivolous let her or him get a job and pay for it. Needs are to be met not stupidity.

my mom didnt pay for crap with it.
In hs i had to pay for my clothes. School pics. Supplies everything.
In middle school she sent us off to live with her sister while she "worked" and partied it up. (living the single life) she had all new clothes and we had to shop at goodwill.
