Child neglect/endangerment or no?

Is it considered child neglect or endangerment to leave two 9 year olds home alone? One child has anger issues to the point his mother signed right over to his grandma.
My daughter's "father" did this..he lives in a big city and my daughter told me she locked herself in the bedroom the whole time him and his girlfriend were gone (about an hour..they went to the grocery store).

I was home alone at 9.

It also depends on maturity level as well though.

Here they must be 10 to be left home alone, 13 to be left with younger siblings.

A friend had CPS called on her for leaving her kids home alone. The above is what CPS told her.

If the state laws say its legal I suppose it would depend on the child and their maturity level. I dont think I would leave a child with anger issues alone with another child...you never know when they could have a disagreement and who knows what would happen. I have a 9 year old and I would not leave him alone...he would stay home alone anyway.

No, legally it is not. I feel it depends on the child personally. I was home alone before that age, but I was also much more mature than most.

I don't think it is classified as neglect/endangerment here in CO but I personally wouldn't leave MY 9 year old home alone.

What state do you live in?  Depending on the state depends on if there are laws about what age they can be home alone.
