I'm not sure teaching a kid not to be a bully by bullying him is an effective parenting method. It is quite hypocritical though.

I think it's good that she cares that her child was bullying others, but the holding a sign in public thing isn't exactly my idea of an appropriate punishment. I hope it works for her kid though.

Sometimes the only way to teach a child is to show them how it feels.

She doesn't deserve an award for parenting.

Usually bullies are bullied too.

That doesn't make it excusable to bully others. I understand I contradicted myself slightly.
