Disappointed (will probably be bashed but who cares)

As easy as that sounds, with only public schools, they want you to use their issued computers. They have everything already preinstalled and ready to go for your student.
Middle DD is doing K12 and we use our own computer. She attends through a charter school 3 days per week (and in a classroom the other two days). They asked us which we wanted and we like using our own. We plan to buy one just for her in the near future (her, DH and the other kids share) but for now the home computer works great. I have never heard of them requiring you use their computer.

Maybe the charter is different than the public. We opted for Public.

I'm not hostile, Your complaining about something so trivial. Im guessing you knew it wasn't going to be new, I'm just saying it's no big deal and not something I would come on here to complain about.

Then clean it. Its not that hard. Sure it should come clean. But clean it. Not hard to blow out the keyboard and tower. I would of cleaned it anyway being a referb.

CA does not just send one by default. You have to request one. I know my children have attended CA for 5 years.
