Can we block them from taking it?

seriously....i could never be with a man that doesn't take care of his resposibiliites, especially to that extreme.

File an injured spouse form so you get your share and only his will be taken.
No, I don't believe you can block them. Child support owed (along with defaulted student loans and unpaid state taxes) can be taken out of a tax refund and it's perfectly legal.
As the the percentage they can take out, I am unclear if they can take all of it or only a fraction.
They'll take all of it. Only way you can get it to stop would be if you would file an injured spouse claim, then the IRS will figure out what your portion is and not take that.
