Positive OPK @ 14dpo or 9dpo but a negative hCG test? could the test not be sensitive enough?

Im confused why are you taking an opk after you already ovulated? Opk and hcg test totally diff hormones just because you get a positive opk doesnt mean your hcg should be positive.
