No, I don't think so. Being drunk makes you uninhibited, so perhaps he needs that to say it? He may have not grown up saying "I love you" to his family. At least he isn't telling you that he hates you!
On the other hand, if he used to say it but now only says it when he is drunk, that could be a concern.
