No. If he shows you he loves you then I think it's okay not to say it. I know plenty of people who love their friends, spouses, and family members very much but they just aren't the type of people to verbalize it.

Some people show love different ways then verbally. . everyone says they love someone when theyre drunk lol

No, I don't think so. Being drunk makes you uninhibited, so perhaps he needs that to say it? He may have not grown up saying "I love you" to his family. At least he isn't telling you that he hates you!

On the other hand, if he used to say it but now only says it when he is drunk, that could be a concern.
