Have you ever filed a 'Statement of Financial Standing' to request your refund back from student loans taking it?

I made a payment plan with the agency collecting for my student loans.  Yes, they were in default but simply due to monetary issues.  Well, they said they wouldn't take them when I specifically asked that my federal income taxes would NOT be taken from me since we have a payment plan arranged and I am making payments.  That was January.  Now I have received a letter stating they ARE taking my entire tax refund of which I was counting on to assist in paying off some bills so that I can get a better financial ground for myself and my children.

They had me file a 'Statement of Financial Standing' and send it to them as a request to have my funds returned to me.  Has anyone else ever done this?  If so, how did it turn out?
