Does HIPPA still apply after someone dies?

I need my daughter's grandmother's medical history, on her dad's side. She died young of a neurological disease, but I'm not sure what.
Depending on the age of the file in question, it may or may not exist at this point. I used to work as a medical secretary and after 3 years our old (inactive) files were taken to a locked storage unit and after 10 years they were burned.
This is from years and years ago. Ugh.

Unfortunately yes it does...it can make life for those who are left(even spouses or children) to get copies of the medical records. If the person whose records you are trying to get did not put your name on there as allowed to see,request whatever...you can't...even if they died.
