Really DC? Regarding Car Seat Laws..

Anyone live in DC? I was looking up car seat laws in VA/MD/DC because we'll be traveling and I wanted to know for sure DS is okay (he's 9, but I still have him in a booster). Wondering if this is correct:

Child Safety Seats
In the District of Columbia, the operator of a motor vehicle may not transport any
child of less than 3 years of age unless the child is properly restrained in a child
restraint seat in the back seat.

3? That's it??

http://ghsa.org/html/stateinfo/laws/childsafety_laws.html

On this site it states until the child must be in a carseat until s/he is 7 or older.

But.. Even though the official guideline states 0-3yrs, you won't be breaking ANY laws if your child is in a booster at age 9.

I couldn't imagine a 9 year old who would willingly sit in a booster, though I understand the reasoning behind it.  I kept my two older girls in boosters until they were 8, and will do the same with my sons.
