imo, panko is the best to use for shrimp.

Flour, egg, Panko.

Salt and pepper flour and Panko. That's it.

Or just walk to the Asian aisle and get Japanese tempura batter.

You'll find them in an Asian aisle...but Walmart also has them in the baking aisle.
