I don't know where the sunbeams end and the starlights begin; it's all a mystery.
My 12 year old has one. Its set to private and I stalk it daily. Most kids that age have one these days. They are very into social media.
As long as the parent's have the password, are on the Friend's List of their child's FB page and can trust the child, I see nothing wrong with a preteen having one.
If rules the parent has established for the FB are broken, delete the account.
