They say its cheaper to buy in large quanities but 1.6 billion rounds would be 5 rounds per every American.

Conspiracy theorists are already on this btw. Lol

Well upside after they dismantle all that ammo.maybe they can take the shells to a recyclling place and use the money they get to pay off some of fhe deficit;) its a thought right?
